Session and Convening
The local council does not act throughout the year but acts only during fixed terms. The action of gathering at designated place is called as convening.
The chairperson announces for convening at the request for tentative meeting, and the convening is constituted by informing to all members.
In addition, the regular conference is convened only through announcement without requesting additionally. As said, the council activities begin upon convening, and such terms of council activities are called as a session.
The regular conference is held twice a year. The first conference is convened on the second Tuesday of June and the 2nd one is convened on the 8th of November.
The temporary conference is convened within 15 days at the request of governor or more than 1/3 of the members. The convening of the temporary conference shall be announced prior 7 days to convening.
※ The first conference shall be convened by the head of Council Executive Secretariat within 25 days of the office terms of the members. The total convening terms shall be 130 days per year.

Regular Session
The regular session is the highest resolution organization for deciding the agenda of the council.
The schedule and related agenda which describe the opening time, agenda to be raised and its sequence shall be distributed to the desk in advance. The conference begins when the quorum, more than 1/3 of the members is fulfilled.
The opening ceremony is held before opening the regular session on the first day of conference. Usually the governor and executive officials from executive branch attend at the opening ceremony.
After the opening ceremony, the points to be known for the members after announcing the opening like the raising, submitting of agenda and submission of the evaluation report are reported in the beginning.
The agenda is raised and processed by the sequence written on the conference schedule.
On the first day of the conference, comparatively simple matters are processed usually like opening ceremony, decision of session and election of the signatory member on the minute of meeting.
Looking into the resolution procedure in regular session, the resolution is made through questioning, answering and discussion after listening to the explanation on the agenda by the proponent or evaluation reporting by the evaluating committee.
For questioning, the chairperson of the committee which evaluated said agenda or the member of the evaluation reporting explains in complementary.
For explaining on the proposal, the proponent member or member who explained the proposal answers, and the debate is processed in sequence of disagree and agree.
The voting is declared upon closing the discussion after the debating.
The voting is the final step of agenda evaluation deciding agree or disagree to identify pro or con on the agenda.
The procedures are unanimous decision, electronic vote, standing, secret vote and open vote. Most of the general agenda is processed in electronic vote in case of opposing debate.
In case of no questions or no debate for pro or con, unanimous decision is adopted for no objection. In addition, the method of resolution can be taken at the decision of the regular session by the chairperson’s proposal or consent of the members.
Unless otherwise defined specially, the secret vote is made on all elections in the council.
The voting for the general agenda is made by the resolution of majority of the attended members out of majority of registered members.
The chairperson has the voting right and the case of tie in votes is regarded as denied. The next convening schedule and adjournment are announced after closing all schedules of conference of the day,

Committee
The committees are categorized into standing committee which evaluates and processes the competent agenda and petitions,
and special committee which evaluates and processes the special agenda tentatively.
The conference is opened at the request of chairperson of the committee or more than 1/3 of registered members during session.
For agenda evaluation, the voting is made through questioning and debating among the members after listening the explanation on the purport and review report by the proponent.
