Meaning of petition
It is the oldest traditional right out of overall rights guaranteed by the constitutional countries, and it is defined explicitly in Article 26 in Korean constitution. It is people’s right for appealing relief at the infringement on the rights and benefits as well as expressing the opinion or wishes to national agencies by means of written form.
