The council has a status of an inhabitant representation agency. It is an agency competent for representing inhabitants in indirect participative representative system by electing members without direct involvement to the administration of local government.

The council has a status of final decision maker for important issues in local government administration. Namely, it decides the comprehensive policies finally like taxation, ordinance establishment and association operation of local inhabitants.

The council has a status of local legislature competent for the establishment of ordinance which can be said as a law of the local government. Execution of the right on local legislation is the basic function of the council.
